In recent years, although a substantial amount of growth of China's mobile population but the number of plant protection machinery, plant protection machinery and equipment, motor, plant protection mechanization operation level is not high, the manual of plant protection machinery still account for a large proportion; the "leakage" phenomenon, affecting the pesticide utilization rate and control effect, is easy to cause environmental pollution and personal injury accidents and other safety hazards of pesticide residues exceed the standard.
Recently, the Ministry of Agriculture issued a "notice" on accelerating plant protection mechanization, all in accordance with the requirements of "public and green plant protection" concept, give full play to the role of Agricultural Mechanization in pest prevention and control role, accelerate plant protection mechanization, improve pest prevention ability, promote the steady development of agriculture.
The circular requires that all localities should adhere to the combination of agricultural machinery and agronomy, and speed up the research and development of plant protection equipment and technology. Efforts should be made to strengthen the independent innovation ability of plant protection equipment and technology, speed up the development of scientific and technological level of plant protection mechanization in our country, strengthen demonstration and training efforts, and vigorously promote the demonstration and popularization of plant protection mechanization technology. The agricultural machinery departments at all levels should recommend the planting machinery products of good quality, excellent performance and suitable for local application according to the actual production situation. We should intensify our demonstration efforts, and actively promote efficient and safe machines, conditional areas and advantageous agricultural products areas, and focus on the promotion of target spraying technology, anti drift spraying technology and intelligent pesticide equipment and technology.
Encourage the development of cooperation, and constantly improve the level of service of professional plant protection, explore the establishment of professional control team, encourage the use of effective plant protection machinery equipment and technology, improve the efficiency and effectiveness of the use of plant protection machinery; organization in mechanical research, promote the quality of supervision and management according to law of plant protection machinery. The administrative departments of agricultural machinery at all levels should strengthen the investigation of the quality of plant protection machinery, scientifically analyze the findings of the investigation, adopt effective measures to strengthen quality supervision, and establish and improve the quality complaints system and handle complaints in a timely manner.
"Notice" stressed to clear objectives, tasks and responsibilities, strengthen the organization and leadership of plant protection mechanization, to the quality and quantity of safety protection of agricultural products as the goal, by increasing the effect of plant protection machinery publicity, create a good atmosphere.  Agricultural machinery departments at all levels should work closely with the plant protection departments, work closely together, conduct in-depth investigation and study, formulate practical work plans, and adhere to the combination of agricultural machinery and agronomy.
